Sample data - not a live forecastStart with the local dates.
Kyoto should stay local when a clear window can be reserved for the city's gardens, temple districts or Arashiyama. Keep the more exposed route inside that window and use compact indoor stops around it. Change the day first; Osaka or another candidate earns consideration only when it solves a meaningful weather problem.
Kyoto lies in the Kansai region and Arashiyama sits on the western outskirts beside the Oi River and a mountain backdrop. That river-and-hill setting is more weather-sensitive than a central indoor itinerary. The city's value comes from choosing which landscape to expose to the forecast, not from assuming all districts match.

Arashiyama river and mountain edge
The Oi River, bridge and mountain backdrop create open sections where rain, wind and low cloud can reshape the experience; compare all three relevant metrics.
Long garden and temple transitions
A cultural day can still involve substantial outdoor movement between sites, so a broken forecast may favour a tighter district rather than a new city.
Directions, not permanent winners.
Osaka lowland direction
Osaka offers a denser, lowerland alternative when Kyoto hill-edge cloud or rain is limiting; it may trade scenery for shelter and continuity.
Nara park direction
Nara gives another park-and-heritage balance, but open grounds can share the same shower problem; use the live comparison.
