Sample data - not a live forecastStart with the local dates.
Paris should be the default when the forecast leaves a workable central sequence. The city has enough museums, covered passages and compact neighbourhoods to absorb an intermittent shower. Change the day first; consider another city only when the forecast difference is large enough to alter an outdoor plan along the Seine, gardens or open squares.
Paris is centred on the Seine and divided into twenty arrondissements with distinct identities. The Tuileries is a large public garden between the Louvre and Place de la Concorde. A city-centre plan can therefore switch between dense indoor stops and broad formal space, but abrupt showers and heat can make the outdoor sequence the fragile part.

Seine and formal gardens
A river-and-garden route has little protection from a sudden shower or gust, so compare precipitation and wind before moving a whole day out of Paris.
Intermittent heavy showers
Paris has generally moderate rainfall but can receive abrupt heavy showers; keep the forecast as a planning input rather than promising a dry day.
Directions, not permanent winners.
Northern compact cities
Lille and Rouen offer alternative dense historic cores when the local forecast is materially worse, but each still needs its own complete weather window.
Champagne and Loire direction
Reims and Orleans shift the day toward broader streets and regional settings; any improvement in rain or cloud must outweigh the loss of local flexibility.
